South Africa must arrest President Putin even if it leaves the ICC

There has been uncertainty about whether the South African government has decided to withdraw from the International Criminal Court. This follows President Cyril Ramaphosa’s comments to his Finnish counterpart President Sauli Niinistö. According to the Head of the African Governance and Diplomacy Programme at SAIIA, Steven Gruzd, in this interview on 702, even if the country pulled out of the International Criminal Court, it would still be obligated to arrest Russian President Vladimir Putin.
