Professor Esterhuyse will describe the mandate, capacity, and constraints in the provision of South African defence since 1994. His review will consider South African defence with reference to each presidential period.
In analysing the defence function, understanding the political elite’s concept of security is crucially important. The mandate of the SANDF is set out and enshrined in the Constitution, but it is open to interpretation by the SANDF. That interpretation has had important implications for South African defence practice since 1994.
The disequilibrium between structure and strategy is an important framework for understanding the capacity and constraints of the SANDF. The SANDF’s inability to translate defence policy into strategy since 1994, and to align the defence budget with the SANDF’s strategy and structure, has resulted in considerable challenges, many of which are still unresolved.
