Technical and Vocational Education and Training (TVET) is central to tackling multifaceted challenges such as inequality, unemployment, and climate change, while green hydrogen (GH2) emerges as a promising technology to support South Africa’s just energy transition. Understanding the interconnectedness between TVET and industry sectors is paramount, informing strategies on how skills foresight and governance can catalyse systemic change and revitalise South Africa’s TVET ecosystem. The research emerged from a comprehensive participatory process involving over 60 participants from government, private sector, academia, labour, and civil society to ensure TVET skills and GH2 industry alignment, possible policy innovations and adoption. This process included a three-day, in-person futures literacy lab, two virtual policy dialogue sessions, and a series of interviews with all relevant stakeholders.
This project was conducted by SAIIA and commissioned by UNDP and GIZ under the initiative ‘Advancing Inclusive Just Energy Transition in South Africa.’ The UNDP’s involvement is funded by the government of Japan. GIZ’s involvement is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss State Secretariat for Economic Affairs (SECO).
