Same Same but Different: Governance in Nigeria and South Africa According to APRM Country Reviews

Both Nigeria and South Africa have considerable progress to make in enhancing human rights standards, respecting the rule of law and ensuring proper legal enforcement, as well as tackling societal issues.

Summary:

  • Nigeria and South Africa are two of only five APRM member states that have undergone two reviews.
  • Both countries have made significant progress in democratic governance, but democratic consolidation is ongoing.
  • In both cases there are several issues in which little to no progress was achieved between reviews and where regression has been noted, mostly relating to human rights issues.
  • Other APRM member states should follow the example set by the countries that have undergone two reviews and work to get the process going.
  • Ultimately, the success of reviews depends on the willingness of states to act on the resultant recommendations.
