Civil society submission to the APRM in Zimbabwe

This report was compiled by civil society organisations and individual contributors in Zimbabwe during the course of 2020 and 2021, guided by SAIIA and the SIVIO Institute in Harare.

Summary:

  • It was the main output of the Zimbabwe APRM Popular Sensitisation Project (ZAPS). The SIVIO Institute served as the secretariat for the APRM Civil Society Working Group.
  • The key issues discussed include constitutionalism, good governance, rule of law, militarisation of politics and organised violence, democracy and elections, corruption, responsive governance: transparency and accountability, shrinking civic space, gender equality and social inclusion, public goods, service delivery and citizen welfare, economic governance and the economic crisis in Zimbabwe and corporate governance in Zimbabwe and the case of parastatals.
  • There is little doubt that the APRM process is potentially a crucial tool for building good governance. But it is not without its critics and sceptics.
  • This submission sets out analyses that document trends and provides some insight into what the future might look like for Zimbabwe.
